বাংলাদেশে বার্ষিক উন্নয়ন কর্মসূচিতে (এডিপি) শিক্ষা ও স্বাস্থ্য খাতে বরাদ্দ তুলনামূলক কম। যদিও বিশেষজ্ঞরা মনে করেন, এ দুই খাতে বরাদ্দ বাড়ালে সেটা জাতির ভবিষ্যৎ বিনিয়োগ হিসেবে বিবেচিত হবে। উন্নত দেশ তো বটেই, উন্নয়নশীল দেশেও এ দুই খাতে বেশি বরাদ্দ দেওয়া হয়।

এ প্রেক্ষাপটে প্রথম আলোয় ‘সংশোধিত এডিপিতে শিক্ষা ও স্বাস্থ্য খাতে বরাদ্দ কমছে’ শিরোনামে যে খবর প্রকাশিত হয়েছে, তা আমাদের উদ্বিগ্ন না করে পারে না। পরিকল্পনা মন্ত্রণালয়ের বাস্তবায়ন, পরিবীক্ষণ ও মূল্যায়ন বিভাগ (আইএমইডি) সূত্রে জানা গেছে, এবার সংশোধিত এডিপির আকার কমছে ১৮ হাজার কোটি টাকা। এর মধ্যে প্রকল্প বাস্তবায়নের গতি কম থাকায় শিক্ষা খাতে সাড়ে ১২ হাজার কোটি এবং স্বাস্থ্যে ৪ হাজার কোটি টাকা বরাদ্দ কমেছে।

সংশোধিত এডিপির ৭ শতাংশের মতো বরাদ্দ রাখা হচ্ছে শিক্ষা খাতে। এ খাতের ১১৮টি প্রকল্পে সব মিলিয়ে ১৭ হাজার ২২৩ কোটি টাকা বরাদ্দ পাবে, যা মূল এডিপির চেয়ে অন্তত সাড়ে ১২ হাজার কোটি টাকা কম। অন্যদিকে স্বাস্থ্য খাতের ৬১টি প্রকল্পে বরাদ্দ রাখা হচ্ছে ১২ হাজার ৬৬ কোটি টাকা, যা সংশোধিত এডিপির প্রায় ৫ শতাংশ। এ খাতে বরাদ্দ কমছে প্রায় চার হাজার কোটি টাকা।

শিক্ষা ও স্বাস্থ্য খাতে মোট দেশজ উৎপাদনের (জিডিপি) অনুপাতে এশীয়-প্রশান্ত মহাসাগরীয় অঞ্চলে সবচেয়ে কম অর্থ খরচ করে বাংলাদেশ। এখানে শিক্ষা খাতে জিডিপির ২ শতাংশের মতো খরচ করা হচ্ছে। আর স্বাস্থ্য খাতে তা ১ শতাংশের কম। শিক্ষা ও স্বাস্থ্য খাত উন্নয়নে সরকারের উন্নয়ন লক্ষ্যমাত্রার সঙ্গে এটা সামঞ্জস্যপূর্ণ নয়।

যেখানে অর্থনীতিবিদেরা অনেক দিন ধরেই এই দুটি খাতে বরাদ্দ বাড়ানোর পরামর্শ দিয়ে আসছেন, সেখানে সংশোধিত এডিপিতে বরাদ্দ কমানোর সিদ্ধান্ত আত্মঘাতীমূলক। সাউথ এশিয়ান নেটওয়ার্ক অন ইকোনমিক মডেলিংয়ের (সানেম) নির্বাহী পরিচালক সেলিম রায়হান প্রথম আলোকে বলেন, ‘শিক্ষা ও স্বাস্থ্য খাত একটি দুষ্টচক্রের মধ্যে পড়ে গেছে। বলা হয়, দক্ষতা বাড়ানো হয়নি, টাকা বেশি বরাদ্দ দিলেও খরচ করতে পারে না।’

যাঁদের কারণে প্রকল্পের কাজ ঠিকমতো চলছে না, সরকারের উচিত তাঁদের বিরুদ্ধে ব্যবস্থা নেওয়া। প্রকল্প কর্মকর্তাদের অদক্ষতা ও অযোগ্যতার কারণে তো মানুষ শিক্ষা ও স্বাস্থ্যসেবা বঞ্চিত হতে পারেন না। এমন সময় শিক্ষা ও স্বাস্থ্য খাতে বরাদ্দ কমানো হলো, যখন করোনায় এই দুটি খাতই বেশি ক্ষতিগ্রস্ত হয়েছে। করোনা আমাদের স্বাস্থ্যব্যবস্থার বেহাল চিত্র চোখে আঙুল দিয়ে দেখিয়ে দিয়েছে। অন্যদিকে করোনার সময়ে শিক্ষার যে ক্ষতি হয়েছে, তা পূরণ করার জন্য শিক্ষা খাতে আরও বরাদ্দ বাড়ানো প্রয়োজন।

বিশেষজ্ঞরা শিক্ষা ও স্বাস্থ্য খাতে বেশি বরাদ্দের দাবি জানিয়ে এলেও সরকার উল্টো পথেই হাঁটছে। চলতি অর্থবছরে বরাদ্দের শীর্ষে আছে পরিবহন ও যোগাযোগ খাত—৬৩ হাজার ২৬৩ কোটি টাকা। দ্বিতীয় সর্বোচ্চ বরাদ্দ পাচ্ছে বিদ্যুৎ ও জ্বালানি খাত, ৩৭ হাজার ৮৯৭ কোটি টাকা।

এ দুটি খাতের উন্নয়নের প্রয়োজনীয়তা কেউ অস্বীকার করছেন না। কিন্তু কেবল অবকাঠামো প্রতিষ্ঠা করলেই তো হবে না, সেসব সুচারুভাবে পরিচালনার জন্য যে মানবসম্পদ দরকার, সে জন্য শিক্ষা ও স্বাস্থ্য খাতে বরাদ্দ বাড়ানোর বিকল্প নেই। আশা করি, নীতিনির্ধারকেরা বিষয়টি পুনর্বিবেচনা করবেন এবং সংশোধিত বাজেটে এ দুই খাতে আগের বরাদ্দই বহাল রাখবেন।
